Is the helmet on the Isreali military uniform padded to look less solid?

Or is the padding used to cover gear stored on the helmet? The padding almost looks like a flattened pillow. Any answers?

1. It's called a "mitznefet". It's not really padding, but a puffy helmet cover made of mesh. It's a type of camouflage intended to disguise the shape of the wearer's head and helmet, with the added bonus of keeping the sun out of the wearer's face.
2. why would you care? Are you a terrorist planning on bringing armour into the US illegally?
